Introduction

Established in 1978, the Legal Aid Commission (LAC) of Sri Lanka is dedicated to ensuring equal access to justice for all citizens. Growing from 11 to 84 centers nationwide, the LAC provides critical legal assistance to vulnerable communities. To maintain its reputation for stability and effectiveness, the commission recently underwent a digital transformation of its financial operations to better serve its mission.

Problem

Inefficiencies in Manual Disbursement and Payment Redundancy

Despite its national reach, the LAC struggled with a legacy manual payment process for its network of attorneys. This paper-based system created significant transparency gaps, making it difficult to track historical transactions accurately. The most pressing issue was the lack of real-time validation, which frequently led to human error and costly "double payments," where attorneys were inadvertently paid multiple times for the same service.
